I like the use of ‘responsibility’ here. It is used in the sense of a moral state of being. Not in the way that an individual acts prudently. Or in a conjunction with rights; “with rights come responsibilities.” Here it is a precursor, an overarching ability and willingness to be an active agent in society. A state largely lacking in our society today as people choose to derive their authority from elsewhere, externally to themselves.
